 III. Non-confidential information: Questionnaire for the call for information on possible socio-economic consequences of subjecting the substance to the authorisation requirement
The European Commission takes the decision on inclusion of substances in Annex XIV based on the recommendation by ECHA. For the purpose of this decision making, the Commission invites information on socio-economic aspects linked to subjecting the concerned substance to the authorisation requirement. These comprise information regarding possible economic, social, health and environmental impacts (costs and benefits) of including the substance in Annex XIV as well as cost and benefits associated with moving to alternatives (substances, processes or technologies).

The information about the possible socio-economic impacts should not only focus on the "non-use scenario" but it should also include the scenario of applying for authorisation. The Commission would also welcome information on the possible effects on international competitiveness of EU companies using the substances to produce articles compared to foreign competitors exporting the same articles to the EU.

Concerning the uses and related values/volumes of the substance or an alternative, aggregated submissions by industry associations are preferred.

When information on key sectors is provided, a clear link should be made with the specific uses that are stated in registration dossier(s) (see https://echa.europa.eu/search-for-chemicals).

Additional elements that can be submitted include the use of the substance in a supply chain in which the end-product is subject to a EU-type-approval/another EU authorisation scheme, uses with very high socio-economic value, uses in very low volumes, uses where the substance provides (an) essential nutrient(s) for microorganisms or plants and uses in the production of spare-parts for long lifetime articles.

ECHA will transmit this information to the Commission. This information will not be considered by the Member State Committee when developing its opinion on the draft Annex XIV recommendation or by ECHA when finalising its Annex XIV recommendation but will be considered by the Commission at a later stage of the decision-making process.
